கவிஞர் ஒசிப்பு மாண்டல்ஸ்டாமும் ஸ்டாலினின் கருத்து சுதந்திரமும்
இவர்கள் செய்ய நினைக்கும் புரட்சி தேசத்தில், மாற்று கருத்துள்ளவர்களுக்கு என்ன நடக்கும் என்பது மாவோவை மற்றும் சோவியத் ரஷ்ய "கருத்து சுதந்திரத்தை" பார்த்தாலே தெரியும்!!!!
கொல்லப்பட்டவர்கள் ஏராளம், நாசமக்கப்பட்ட்வர்கள் ஏராளம்!!!
இவர்களின் எழுத்துக்கள் தமிழ்மண விருதகள் வாங்கிவிட்டனவாம்! வாழ்த்துகள் சொன்னதோடு, இதே மாதிரி கருத்து சுதந்திர பரிசுகளை அவர்கள் ஆட்சி அமைத்தால் மற்றவர்களுக்கு தருவார்களா என்ற கேள்வியையும் கேட்டு, அப்படி சுதந்திரம் இருக்கு என்று நினைத்து சிறு கவிதை ஒன்று எழுதிய மாபெரும் ரஷ்ய கவிஞனான Osip Mandelstam ற்கு ஸ்டாலினால் நேர்ந்த கதியை சுட்டிக்காட்டினேன்!

மண்டல்ஸ்டாமின் கவிதையை மொழி பெயர்த்து அவருக்கு நடந்த்தைப்பற்றியும் கீழே எழுதி இருக்கிறேன்! படியுங்கள்!
அன்பான நண்பர் திரு வினவு மற்றும் நண்பர்கள்,
வணக்கம் சார். வாழ்த்துகள்.
என்ன ஒன்று, இந்த மாதிரி ஓட்டுப்பொறுக்கி, ஏகாதிபத்திய சுரண்டல் சமூகங்கள் உங்களைப்போன்றவர்களுக்கும் அங்கீகாரம் வழங்குகிறது (இந்த தமிழ் மணத்தில் போட்டி போட்டு ஒட்டு குத்துவது யார் என்றெல்லாம் நீங்கள் ஆராயமாட்டீர்கள், ஏனென்றால் இப்போதைக்கு உங்களின் காழ்ப்புணர்ச்சி பொய்களை சொல்லல வடிகாலாக இருக்கும்ப்படியால்), atleast அங்கீகாரம் வழங்குவதாக சொல்லிக்கொள்ள ஒரு சந்தர்ப்பத்தையாவது கொடுக்கிறது!
ஆனால் பாருங்க. நீங்கள் ரசிக்கும், துதிக்கும், ஆக்கத்துடிக்கும் சோவியத் அல்லது மாவோ அல்லது ஸ்டாலினிய சமூகத்தில் இதைப்போல எதையும் செய்யமுடியாது சார்! இதையும் புரியாமல், சில முற்போக்கு முத்திரை வாங்கத்துடிக்கும் நண்பர்கள் (வெகு சிலரே என்றாலும்) நீங்கள் எழுதித்தள்ளும் திரிபுகளை நன்று என்று தலையை ஆட்டி கையை தட்டி அருமை என்று இடுகிறார்கள்! இந்த மாதிரி கும்பல்களை ஆங்கிலத்தில் usefull idiots என்பார்கள்! அதாவது உபயோகப்படுத்தியபின் தூக்கிஎரியப்படவேண்டியவர்கள்!
இது அவர்களுக்கு புரியாது! கும்பலோட கூத்துக்குப்போனோம், காரணமில்லாம கரவொலி எழுப்பினோம், கட்டைய காட்டினதும் கத்திக்கொண்டே வீட்டுக்கு வந்திட்டோம் என்று என்று சும்மா ஜல்லி அடித்துக்கொண்டிருக்கிறார்கள்! இவர்களுக்கு சரித்திரம் தெரியாது!
சோவியட்டுகள் இந்த மாதிரி இரண்டாங்கெட்டான் கூட்டங்களை, வேலை முடிந்தபின் அடித்து துரத்தி எஞ்சியவர்களை கூண்டோடு குலாகுக்கு அனுப்பி, முடியாதவர்களை மொத்தமாக போட்டுத்தள்ளினார்கள்!
ஒரு நாட்டையே சுமார் நூறு வருடம் பின்னுக்கு இட்டுச்சென்று, செல்வத்தையெல்லாம் அழித்து, வேறு யாவரும் ஆட்சி செய்யமுடியாமல் தானே அனுபவித்து, அதையும் புரட்ச்சி என்று பெயரிட்டு அம்மக்களை ஏமாற்றிய, ஏமாற்றிக்கொண்டிருக்கும் பிடேல் காஸ்ட்ரோ என்ற ஒன்றுக்கும் உதவாத கொடுங்கோல் சர்வாதிகாரி இவர்களுக்கு "முற்போக்கு தலைவர்"!
இதைவிட காமடி, மக்கள் முன்னேற்றத்திற்கு சிறிதளவும் உதவாத, மக்களின் எதிர்க்காலத்தைப்பற்றி சிறிதளவும் தொலைநோக்கில்லாத, மானிட முன்னேற்றத்திற்கான எந்த ஒரு சிறிய படிகளையும் காட்டியிராத சே குவேரா என்ற ஒரு அழிவுப்போராளி ஒரு மாபெரும் தலைவன்!
சுற்றியிருப்பவர் தங்களை வித்தியாசமானவர்கள் என்று பார்க்கவேண்டும், நான் சராசரியைவிட மேலானவன் என்று சுற்றியிருப்பவர் மெச்சவேண்டும், அய்யோ நான் எதையாவது செய்யவேண்டுமே என்ற அரிப்பு நீங்கவேண்டும், என் வார்த்தைகள் பலமானவை நான் இந்த ஒரு சிறு வட்டத்திற்குள் சிக்காதவன், முர்போக்கானவன், மேலும் அதை என்ன என்பதை புரியாமல், விளக்கமுடியாமல், பார்த்தவரையில் இதுபோல பேசும் சிலருடன் சேர்ந்து நானும் பார் இந்த மாதிரிதான் என்று சொல்ல விழைபவன் என்பது போன்ற பல அரைகுறை மற்றும் உண்மையாகவே நல்ல எண்ணம் கொண்ட பலருக்கு நிற்க கிடைத்த புள்ளிதான் இந்த பிடேல் காஸ்ட்ரோ மற்றும் செ குவேரா ரசிகர் மன்றம்!
பொருளியல், ஆய்வுக்குட்படுத்த, சார்பற்ற வரலாறு, சம கால விஞ்ஞானம், விரிவான படித்தலரிவு மற்றும் பலவற்றை இவர்களெல்லாம் கூர்ந்து நோக்காதவர்கள், அல்லது அறியாதவர்கள்! கிடைத்த அரைகுறை செய்திகளையும், புரிதல்களையும் வைத்துக்கொண்டு, நான் வித்தியாசமானவன் என்று உலகிற்கு காட்ட விழைபவர்கள் மட்டுமே!
சொல்ல வருவது என்னவென்றால், இவர்கள்தான் நீங்கள் மற்றும் உங்களுக்காக ஜல்லியடிக்கும் சிலரும்!!!
சரி சரி, தெரிந்த விடயத்திற்கு எதற்கு இவ்வளவு விளக்கம்! முக்கியமான விடயத்திற்கு வருவோம்!

மேலே உள்ளது "epigram " எனப்படும் வகையை சார்ந்தது! ரஷ்ய மொழியில் எழுதப்பட்டதின் ஆங்கில மொழிபெயர்ப்பு இது!
இதை எழுதியவர் ஓசிப் மான்டேல் ஸ்டாம் (Osip Mandelstam) எனும் ரஷ்ய (உக்ரானிய) கவிஞர்! உன்னிப்பாக படித்துப்பார்த்தால் இது யாரைப்பற்றி எழுதப்பட்டது, என்பது புரியும் !
இதை எழுதிய ஓசிப் மண்டேல்ஸ்டாம் ஸ்டாலினால் குலாகில் அடைக்கப்பட்டு, காரணமேதும் சொல்லப்படாமல் மாண்டதாக அறிவித்தார்கள்!
அதாவது கொல்லபட்டார்! இவர் ஒரு பெரும் கவிஞர்! உண்மையை பேசக்கூடியவர்! ஆதலால் ஸ்டாலினால் கொல்லப்பட்டார்!
ஸ்டாலின் நடத்திய "ஜனநாயக" ஆட்ச்சியில் இருந்த கருத்து சுதந்திரம் அவ்வளவு பெரியது!!!! இப்பொழுது நண்பர் திரு வினவு எழுதுவதுபோல யாராவது எழுதினால் அவர்களின் கதி அதோகதிதான்! அட அவ்வளவு காரம் எதற்கு, மேலே மண்டேல்ஸ்டாம் எழுதியதுபோல பட்டும் படாமலும் கிண்டல் செய்தாலே போதும், சாவு நிச்சியம்! அதுதான் நம்ம உண்மையான கம்யூனிஸ்ட்களின், மன்னிக்கவும், ஸ்டாலினிஸ்ட் மற்றும் மாவோச்டுகளின் ஜனநாயகம்!!
பிடேல் காஸ்ட்ரோ செய்ததும் இதுதான், மற்ற எல்லா கம்முனிஸ்டு சர்வாதிகாரிகள் செய்ததும் இதுதான்! என்ன சே குவேரா தனி சர்வாதிகார ஆட்சிக்கு வர முடியவில்லை (அதற்க்கு பிடேல் காஸ்ட்ரோ இடம் கொடுக்க முன்வராததால், தனக்கென்று ஒரு அடிமை குட்டம் மற்றும் தேசத்தை தேட சென்றுவிட்டார்) முடிந்திருந்தால், அவரும் இதே போல ஜனநாயக, பேச்சு மற்றும் எழுத்துரிமை கொண்ட ஒரு சமூகத்தைதான் ஒரு வாக்கியிருப்பார்!
ஒரு பேச்சு வைத்துக்கொள்வோம், அதாவது, திரு வினவு இந்த நாட்டின் தலைவராகிறார் என்று (தயவு செய்து சிரிக்காதீங்க, ஒரு பேச்சுக்குதான் சொன்னேன், தாமாஷா இருந்தாலும் பொறுத்துக்கொண்டு மேலே படிக்கவும்). அவர் எந்த முறையான அரசாங்கத்தை மற்றும் சமூகத்தை அமைக்க விழைவார் என்று நினைக்குறீர்கள் ??? அதற்க்கு பதில், அதே ஜனநாயகமிலாத, கொடுங்கோல் சர்வாதிகார ஆட்சியைதான்!!!!!
இதை புரிந்து கொள்ளாத, அல்லது புரிந்து கொள்ள இயலாத ஜல்லிகள் எல்லாம், டமாரம் அடிக்கிறார்கள்!!!
சோவியத் அரசாங்கம், ஸ்டாலினிச அரசாங்க முறை, மாவோவிச முறை, மற்றும் எல்லா கம்முனிச அரசாங்கங்களும் கொன்றது ஒரு ஓசிப் மாடல்ஸ்டாமை மட்டும் இல்லை, இவரைப்போன்ற பல ஆயிரம் மக்களை! அவர்தம் உணர்ந்து சொன்ன உண்மைகளை!
இந்த வரலாறு ஆதாரங்களுடன் எழுதப்பட்டு, பல நூறு பெயர்களால் ஆராயப்பட்டு, உண்மையே என்றும் நிறுவப்பட்டு, இதன் காரணமாக, இந்த சோவியத் முறையே ஒரு பொய்களால் கட்டப்பாட்ட ஒரு மண் மண்டபம் என்று உணரப்பட்டு, உலகெங்கிலும் காரி துப்பலுக்கு உள்ளாக்கப்பட்டு விட்டன! நேபாளம், மற்றும் இந்தியாவில்தான் இந்த காமடியன்களுக்கு படங்களைக்காட்ட அரங்குகள் சில இன்று மட்டும் இருந்து வருகின்றது! அதுவும் இன்னும் சில வருடங்களில் வியாபாரம் இல்லாததால் இழுத்து மூடப்படும் என்பது திண்ணம்!
சரி, மேல உள்ள கவிதை, அதாவது மான்டேல் ஸ்டாமை கொன்ற கவிதை அப்படி என்னதான் சொல்கிறது!

ஒன்று ஆர்ப்பரித்த்தாம், ஒன்று கொஞ்சிப்பார்த்ததாம், ஒன்று முக்கி முனகியதாம்
விரல்காட்டிய அவனோ நான் மட்டுமே பேசலாம் என்றானாம்
கட்டளைகள் கட்டவிழ்ந்தன கட்டியடித்த லாடம் போல
கவட்டில் ஒன்று நெற்றியில் ஒன்று கண்களுக்கும் ஒன்றென
மரணதண்டனைகள் உருட்டப்பட்டன சின்ன பழங்களை வாயினுள் தள்ளுவதுபோல
அதை இழுத்தனைக்கவும் விரும்பினான் நன்கறிந்த நண்பர்களைப்போல

இந்த ஒரு பதினாறு வரிகளை தாங்க முடியாது அதற்காக ஒருவரை கொல்ல சிறிதளவும் சலனப்படாதவர்கள் இந்த சிவப்பு மாவீரர்கள்!
சோவியத் கம்யூனிசமும், ஸ்டாலினிசமும், மாவோவிசமும், மற்றும் நீங்கள் கொண்டாடும் ஏனைய நிசங்களும் இதைப்போல ஆயிரக்கணக்கானவர்களை பலி பீடத்திற்கு அனுப்பியுள்ளீர்கள்!!!
வாயைத்திறந்தால் வாட்டிவதைப்பு , கருத்தைச்சொன்னால் கட்டிவைத்து காட்டடி, உண்மையைப்பேசினால் உண்டுஇல்லை என உபசரிப்பு, அப்படியும் வாயைத்திறந்தால், கொடுத்தீர்களே நல்ல வாய்க்கரிசி, அதுவும் பல ஆயிரம்பெர்களுக்கு!
இப்பேற்பட்ட ஒரு அரசியல் மற்றும் சமூக நாகரீகத்தை தொடங்கி, பல கோடி உயிர்களை பலி வாங்கி, வலிதாங்காமல் மக்கள் விழித்தெழுந்து , நீங்கள் வைத்த சிலைகளை, புரட்டு கதைகளை உடைத்து நொறுக்கி, உங்களை எல்லாம் ஓட ஓட விரட்டி, இப்பொழுது அதே சமூகம் உங்களுக்கு கொடுத்த, நீங்கள் அவர்களுக்கு தராத உண்மையான ஜநாயக உரிமையை பயன்படுத்தி, அதே சமூகத்தை தூற்றி, பொய் மேல் பொய் எழுதி, கிடைத்தது பார் எங்களுக்கு அங்கீகாரம், விரிவடயுதுபார் எங்கள் அதிகாரம் என்று கட்டம் கட்டி ஆடுவது, கபடத்திலேயும் உச்ச கபடம், தமாஷிலும் உச்ச தமாஷ், நாணயமின்மையிலும் உச்ச நாணயமின்மை!

இதை எழுதியவர் ஓசிப் மான்டேல் ஸ்டாம் (Osip Mandelstam) எனும் ரஷ்ய (உக்ரானிய) கவிஞர்! உன்னிப்பாக படித்துப்பார்த்தால் இது யாரைப்பற்றி எழுதப்பட்டது, என்பது புரியும் !

QUESTIONS ABOUT THE HUNGARIAN-SOVIET ALUMINUM
AGREEMENT
Summary: In a press statement at the end of
March 1972, Prime Minister Jeno Pock indicated that the Hungarian-Soviet aluminum agreement
would be extended and expanded in the near future. Is this agreement of as much importance
to the Hungarian national economy as has been alleged by Hungarian propaganda since its
conclusion? An attempt is made to answer this question in the present study. Three basic
queries arise: Who will benefit from the use of cheap Soviet water power in connection with
the agreement? Is Hungary to get back all the aluminum derived from the aluminous earth which
it supplies to the USSR? And is it in fact desirable for Hungary to increase deliveries
of aluminous earth?

Upon the return of a Hungarian delegation from Moscow, Jeno Fock made the following statement concerning the Hungarian-Soviet aluminum agreement:
During the present year, we will extend a series of agreements, now valid until 1975, up to 1980-1985.

There are also agreements such as the aluminous earth-aluminum agreement, which are beneficial to and of great importance for both countries. We will not only extend but expand this agreement in
such a way that, in proportion to our ability to supply a larger quantity of aluminous earth, we
will get back the full quantity of aluminum thus produced, and this we will be able to use for any
purposes we choose. [l]
The first question to be considered in connection
with this agreement is as follows: Who will benefit from
the use of the cheap water power available in the USSR to
convert aluminous earth into aluminum?
Since the conclusion of the agreement in 1962, the
regime has tried to make the Hungarian public believe that
the agreement is beneficial for Hungary primarily because
the electric power needed for the smelting of aluminous
earth can be produced more cheaply in the USSR than in
Hungary. Much has been heard of the slogan: "Power comes
in the form of aluminum." It is worth giving two typical
quotations from the Hungarian press of a few years ago.
One paper, [2] basing itself on official sources, said that
the extension of Hungarian-Soviet aluminum co-operation was
one of the most important items in the 1966-1971
Hungarian-Soviet long-term economic agreement. It went on:
The Hungarian-Soviet aluminous earth and aluminum
agreement provides that, beginning In 1967, Hungary
will deliver increasing quantities; of aluminous
earth each year to the USSR. The volume will reach
330,000 tons in 1980. With the help of the cheap
hydroelectric power available in the USSR, 165,000
tons of aluminum will be produced and sent back to
Hungary in the form of aluminum blocks. The cost

of producing this aluminum, thanks to the cheap Soviet
electric power, will be 20-25 per cent less than it
would have been in Hungary, which will make it
possible to put the finished aluminum to use more cheaply.
Antal Apro followed a similar tack in delineating the
advantages of the agreement:
Our country -- seventh richest in the world in bauxite,
but extremely poor in sources of energy -- sends its
aluminous earth to the USSR where this is converted
into aluminum with the help of cheap hydroelectric
power. The USSR then sends back the aluminum. Since
the production of electric power is much more expensive
in Hungary than in the USSR, the cost of aluminum would
be twice as high if it were produced here. Thus, the
agreement with the USSR will solve the problem created
by the fact that Hungary's extensive bauxite resources
are allied to a shortage of power; and, thanks to the
co-operation between the two countries, the present
generation will be able to enjoy the advantages of using the
aluminum produced from the country's only natural
resource.[3]
Statements of this kind fostered the delusion that the
USSR was helping the Hungarian national economy by supplying
it with cheap energy built into Hungary's imports of aluminum.
This delusion was dispelled -- or more precisely exposed --
in a sensational study published by the Hungarian Institute for
Economic and Market Research. [4] It was made clear in this
paper that Hungary in fact buys back its own aluminum from the
USSR at the world market price, and that the economic benefits
of cheap hydroelectric power remain in the USSR:

Hungary delivers aluminous earth to the USSR and buys
back aluminum blocks equivalent to the aluminum content
of the earth. Thus one could say that the smelting of
the aluminous earth in the USSR is work done on
commission. The price we pay for this commissioned work
is the difference between the world market price of
aluminum and that of aluminous earth.
The study showed that the conversion of bauxite into
aluminous earth and its subsequent purchase adds up to a bad
bargain for Hungary. Bauxite is impure and expensive to produce,
and conversion into aluminous earth requires much energy. On
the basis of comparative calculations the study proved that
the cost of this part of the process is about 17 per cent
higher in Hungary than on the average of the world market,
whereas the second part (i.e., the conversion of aluminous
earth into aluminum, which is carried out in the USSR) is by
no means as disadvantageous in Hungary as in some other places.
The study put the difference at about 9 per cent, but Hungary's
lower wage costs make the over-all cost difference much smaller.
The figures demonstrate that Hungary could make a much greater
profit by smelting and selling the aluminum itself than by using
the smelting services of the USSR (especially when one eliminates
the cost of transportation from the Soviet Union). The study
thus comes to the conclusion that the present policy, which
calls for the maximum development of bauxite and aluminous earth
production while keeping aluminum production at a low level; is
disadvantageous for Hungary. The assumptions underlying current
policy go back over the past one and a half decades, it says:
But the validity of this train of thought is not
supported by a comparative analysis of aluminous earth
production and aluminum metallurgy.
The study also rejects the argument deriving from Hungary's
shortage of power and shows that the cost of energy would be
no higher in Hungary than in Western Europe if modern power
stations were built and if there was a possibility of quantitative
expansion:
In Western Europe, thermal plants based on lignite or
brown coal -- as in Hungary -- produce one KWH of electric

power for 0.4-0.6 cents. The cost of producing power
from a newly constructed thermal plant burning lignite
in Hungary would not exceed 0.6 cents per KWH....
Electric power can be produced at the same cost with
crude oil imported from the Middle East. Even if no
further coal or lignite deposits exist in Hungary,
therefore, electric power production could be increased
almost indefinitely by using nuclear energy or imported
crude oil. Even then the cost would not exceed 0.6
cents per KWH.
The Vilaggazdasag study upset all the accepted theories about
the advantages flowing to the Hungarian economy from the
Hungarian-Soviet agreement. Unfortunately the study will reach
only a limited professional circle and will not be read by the
public. Hungarian specialist opinion was plainly neglected when
the agreement was signed, and it is clear that a considerable
number of specialists would not have accepted the reference to
expansive and insufficient power supplies. The situation was
well characterized by what a renowned Hungarian geologist,
Professor Gyorgy Markos, wrote in his The Economic Geography
of Hungary back in 1962:
We should on no account accept the preliberation views of
bourgeois economists and specialists and make the
mistake of referring constantly to our lack of power
supplies. Developments since then have proved that our
output of aluminous earth could have been increased
25 times and that of aluminum 30 times compared to the
situation before the liberation.
The second important question which requires an answer
in this: Will Hungary get back from the USSR all the aluminum
produced from the aluminous earth which it supplies?
According to experts, the smelting of two tons of
aluminous earth will produce one ton of aluminum. The
Hungarian-Soviet aluminum agreement accepts this 2:1 ratio
when it lays down maximum figures of 330,000 tons of aluminous
earth and 165,000 tons of aluminum in 1980. All the statements
made in connection with the agreement assert that Hungary will

"get back" (or more accurately buy back) the full quantity
of aluminum produced from the aluminous earth. Here, however,
are the official figures:

The table shows that Hungary exported 680,000 tons of
aluminous earth to the USSR between 1965 and 1970. On the
basis of the accepted 2:1 ratio this would have produced
340,000 tons of aluminum, but the actual figure was only
194,000 -- a difference of 146,000 tons.
information from Hungarian sources is, as usual, incomplete
and fails to explain why the USSR delivers only about 57 per
cent of the aluminum to Hungary than can be produced from the
aluminous earth which it receives. Various explanations are
of course possible: perhaps Hungary pays partly with aluminous
earth for the smelting done on its behalf; Hungary may export
aluminous earth to the USSR not only on the basis of the bauxite

agreement but also within the framework of the regular trade
agreement; and some of the aluminum produced in the USSR
may be sold on third markets to save transport costs. However
this may be, the Vilaggazdasag study showed that it is not
the seller of aluminous earth who gets the best of the bargain
but the seller of the aluminum. And the figures given in
the table strongly suggest that Hungary is losing out on the
deal.
Nepszabadsag [5] wrote over two years ago:
This agreement will resolve the contradiction between
our abundance of bauxite and lack of power, and will
make it possible for us to export not aluminous earth
but finished aluminum products, which are 13 or 15
times more valuable.
But the table does not suggest that this is what is actually
happening.
The third and final question to be considered is whether.
it is desirable for Hungary to increase vigorously its
aluminous earth exports.
On the basis of the foregoing it is obvious that the
best -- and possible the only -- bargain which is to be had
from such an agreement is in the marketing of finished aluminum
products. The correct economic policy would have been for
Hungary to develop its aluminum processing capacity in
proportion to the supply of the metal from domestic smelting
operations and from the USSR. But this has not been done, as a
comparison between domestic output and exports of raw aluminum
shows:

The table shows that Hungary's processing industry cannot.,
handle most of the domestically produced metal and is forced to
resell it as raw aluminum. The question must therefore be asked:
what is the point of a forced increase in aluminous earth
production (at a loss) when the domestic processing industry cannot
handle it? And of what benefit is the Hungarian-Soviet
agreement when the profitable end of the business (the manufacturing
of finished and semifinished products) is already far behind the
production of aluminous earth and aluminum? Hungarian sources
do not provide adequate answers to these questions.
It can therefore be concluded that:
1. Hungary does not derive any benefit from "cheap" Soviet
energy, since it buys back aluminum at world market
prices;
2. The USSR does not send back all the aluminum derived
from Hungarian aluminous earth;
3. A forced increase in bauxite production and in exports
of aluminous earth is not in Hungary's interests, since

the capacity of its processing industry lags far behind
the supply of domestically produced and repurchased
aluminum.
By means of this agreement the USSR has gained permanent
control over Hungary's most important and most valuable raw
material, and by its participation in the production process it has
increased the dependence of the Hungarian economy on that of the
USSR.
It is not suggested that the project has no value whatever
from Hungary's point of view. Obviously, Hungary would have to
sell some of its bauxite and aluminous earth in any event, even
on unattractive terms, since it needs other raw materials such
as oil and iron which come from the other socialist countries,
and mainly from the USSR. Moreover, Hungary sells a considerable
quantity of raw aluminum for dollars, and is therefore able to
increase its foreign currency earnings from a domestic raw
material through co-operation with the USSR.
The worst feature of the agreement is in fact the
misleading, or at least mistaken and quite inadequate, information about
it supplied from official sources and by the domestic press.

ஸ்டாலினிஸ்ட் மற்றும் மாவோவிச்டுகளின் ஆட்சிக்கு வந்தால், முதல் அடி ஏழை எளிய மக்களுக்குதான்! கனரக தொழிற்ச்சாலைகளை பற்றி வாய்கிழிய பேசும் இவர்கள், அவைகளை ஸ்டாலின் நிர்மாணிக்கும் பொழுது, அழித்தொழித்த பழங்குடிகள் எவ்வளவு, மாசு படுத்திய நிலங்கள் எவ்வளவு, ஒழித்து கட்டிய சமுதாயங்கள் எவ்வளவு!
பாவமான அசர்பைஜானை ஸ்டாலின் அராஜகமாக கைப்பற்றி, அதன் என்னை வளங்களை சூரையாடியவிதம் மட்டும் நல்லதா???????

QUESTIONS ABOUT THE HUNGARIAN-SOVIET ALUMINUM
AGREEMENT
Summary: In a press statement at the end of
March 1972, Prime Minister Jeno Pock indicated that the Hungarian-Soviet aluminum agreement
would be extended and expanded in the near future. Is this agreement of as much importance
to the Hungarian national economy as has been alleged by Hungarian propaganda since its
conclusion? An attempt is made to answer this question in the present study. Three basic
queries arise: Who will benefit from the use of cheap Soviet water power in connection with
the agreement? Is Hungary to get back all the aluminum derived from the aluminous earth which
it supplies to the USSR? And is it in fact desirable for Hungary to increase deliveries
of aluminous earth?

Upon the return of a Hungarian delegation from Moscow, Jeno Fock made the following statement concerning the Hungarian-Soviet aluminum agreement:
During the present year, we will extend a series of agreements, now valid until 1975, up to 1980-1985.

There are also agreements such as the aluminous earth-aluminum agreement, which are beneficial to and of great importance for both countries. We will not only extend but expand this agreement in
such a way that, in proportion to our ability to supply a larger quantity of aluminous earth, we
will get back the full quantity of aluminum thus produced, and this we will be able to use for any
purposes we choose. [l]
The first question to be considered in connection
with this agreement is as follows: Who will benefit from
the use of the cheap water power available in the USSR to
convert aluminous earth into aluminum?
Since the conclusion of the agreement in 1962, the
regime has tried to make the Hungarian public believe that
the agreement is beneficial for Hungary primarily because
the electric power needed for the smelting of aluminous
earth can be produced more cheaply in the USSR than in
Hungary. Much has been heard of the slogan: "Power comes
in the form of aluminum." It is worth giving two typical
quotations from the Hungarian press of a few years ago.
One paper, [2] basing itself on official sources, said that
the extension of Hungarian-Soviet aluminum co-operation was
one of the most important items in the 1966-1971
Hungarian-Soviet long-term economic agreement. It went on:
The Hungarian-Soviet aluminous earth and aluminum
agreement provides that, beginning In 1967, Hungary
will deliver increasing quantities; of aluminous
earth each year to the USSR. The volume will reach
330,000 tons in 1980. With the help of the cheap
hydroelectric power available in the USSR, 165,000
tons of aluminum will be produced and sent back to
Hungary in the form of aluminum blocks. The cost

of producing this aluminum, thanks to the cheap Soviet
electric power, will be 20-25 per cent less than it
would have been in Hungary, which will make it
possible to put the finished aluminum to use more cheaply.
Antal Apro followed a similar tack in delineating the
advantages of the agreement:
Our country -- seventh richest in the world in bauxite,
but extremely poor in sources of energy -- sends its
aluminous earth to the USSR where this is converted
into aluminum with the help of cheap hydroelectric
power. The USSR then sends back the aluminum. Since
the production of electric power is much more expensive
in Hungary than in the USSR, the cost of aluminum would
be twice as high if it were produced here. Thus, the
agreement with the USSR will solve the problem created
by the fact that Hungary's extensive bauxite resources
are allied to a shortage of power; and, thanks to the
co-operation between the two countries, the present
generation will be able to enjoy the advantages of using the
aluminum produced from the country's only natural
resource.[3]
Statements of this kind fostered the delusion that the
USSR was helping the Hungarian national economy by supplying
it with cheap energy built into Hungary's imports of aluminum.
This delusion was dispelled -- or more precisely exposed --
in a sensational study published by the Hungarian Institute for
Economic and Market Research. [4] It was made clear in this
paper that Hungary in fact buys back its own aluminum from the
USSR at the world market price, and that the economic benefits
of cheap hydroelectric power remain in the USSR:

Hungary delivers aluminous earth to the USSR and buys
back aluminum blocks equivalent to the aluminum content
of the earth. Thus one could say that the smelting of
the aluminous earth in the USSR is work done on
commission. The price we pay for this commissioned work
is the difference between the world market price of
aluminum and that of aluminous earth.
The study showed that the conversion of bauxite into
aluminous earth and its subsequent purchase adds up to a bad
bargain for Hungary. Bauxite is impure and expensive to produce,
and conversion into aluminous earth requires much energy. On
the basis of comparative calculations the study proved that
the cost of this part of the process is about 17 per cent
higher in Hungary than on the average of the world market,
whereas the second part (i.e., the conversion of aluminous
earth into aluminum, which is carried out in the USSR) is by
no means as disadvantageous in Hungary as in some other places.
The study put the difference at about 9 per cent, but Hungary's
lower wage costs make the over-all cost difference much smaller.
The figures demonstrate that Hungary could make a much greater
profit by smelting and selling the aluminum itself than by using
the smelting services of the USSR (especially when one eliminates
the cost of transportation from the Soviet Union). The study
thus comes to the conclusion that the present policy, which
calls for the maximum development of bauxite and aluminous earth
production while keeping aluminum production at a low level; is
disadvantageous for Hungary. The assumptions underlying current
policy go back over the past one and a half decades, it says:
But the validity of this train of thought is not
supported by a comparative analysis of aluminous earth
production and aluminum metallurgy.
The study also rejects the argument deriving from Hungary's
shortage of power and shows that the cost of energy would be
no higher in Hungary than in Western Europe if modern power
stations were built and if there was a possibility of quantitative
expansion:
In Western Europe, thermal plants based on lignite or
brown coal -- as in Hungary -- produce one KWH of electric

power for 0.4-0.6 cents. The cost of producing power
from a newly constructed thermal plant burning lignite
in Hungary would not exceed 0.6 cents per KWH....
Electric power can be produced at the same cost with
crude oil imported from the Middle East. Even if no
further coal or lignite deposits exist in Hungary,
therefore, electric power production could be increased
almost indefinitely by using nuclear energy or imported
crude oil. Even then the cost would not exceed 0.6
cents per KWH.
The Vilaggazdasag study upset all the accepted theories about
the advantages flowing to the Hungarian economy from the
Hungarian-Soviet agreement. Unfortunately the study will reach
only a limited professional circle and will not be read by the
public. Hungarian specialist opinion was plainly neglected when
the agreement was signed, and it is clear that a considerable
number of specialists would not have accepted the reference to
expansive and insufficient power supplies. The situation was
well characterized by what a renowned Hungarian geologist,
Professor Gyorgy Markos, wrote in his The Economic Geography
of Hungary back in 1962:
We should on no account accept the preliberation views of
bourgeois economists and specialists and make the
mistake of referring constantly to our lack of power
supplies. Developments since then have proved that our
output of aluminous earth could have been increased
25 times and that of aluminum 30 times compared to the
situation before the liberation.
The second important question which requires an answer
in this: Will Hungary get back from the USSR all the aluminum
produced from the aluminous earth which it supplies?
According to experts, the smelting of two tons of
aluminous earth will produce one ton of aluminum. The
Hungarian-Soviet aluminum agreement accepts this 2:1 ratio
when it lays down maximum figures of 330,000 tons of aluminous
earth and 165,000 tons of aluminum in 1980. All the statements
made in connection with the agreement assert that Hungary will

"get back" (or more accurately buy back) the full quantity
of aluminum produced from the aluminous earth. Here, however,
are the official figures:

The table shows that Hungary exported 680,000 tons of
aluminous earth to the USSR between 1965 and 1970. On the
basis of the accepted 2:1 ratio this would have produced
340,000 tons of aluminum, but the actual figure was only
194,000 -- a difference of 146,000 tons.
information from Hungarian sources is, as usual, incomplete
and fails to explain why the USSR delivers only about 57 per
cent of the aluminum to Hungary than can be produced from the
aluminous earth which it receives. Various explanations are
of course possible: perhaps Hungary pays partly with aluminous
earth for the smelting done on its behalf; Hungary may export
aluminous earth to the USSR not only on the basis of the bauxite

agreement but also within the framework of the regular trade
agreement; and some of the aluminum produced in the USSR
may be sold on third markets to save transport costs. However
this may be, the Vilaggazdasag study showed that it is not
the seller of aluminous earth who gets the best of the bargain
but the seller of the aluminum. And the figures given in
the table strongly suggest that Hungary is losing out on the
deal.
Nepszabadsag [5] wrote over two years ago:
This agreement will resolve the contradiction between
our abundance of bauxite and lack of power, and will
make it possible for us to export not aluminous earth
but finished aluminum products, which are 13 or 15
times more valuable.
But the table does not suggest that this is what is actually
happening.
The third and final question to be considered is whether.
it is desirable for Hungary to increase vigorously its
aluminous earth exports.
On the basis of the foregoing it is obvious that the
best -- and possible the only -- bargain which is to be had
from such an agreement is in the marketing of finished aluminum
products. The correct economic policy would have been for
Hungary to develop its aluminum processing capacity in
proportion to the supply of the metal from domestic smelting
operations and from the USSR. But this has not been done, as a
comparison between domestic output and exports of raw aluminum
shows:

The table shows that Hungary's processing industry cannot.,
handle most of the domestically produced metal and is forced to
resell it as raw aluminum. The question must therefore be asked:
what is the point of a forced increase in aluminous earth
production (at a loss) when the domestic processing industry cannot
handle it? And of what benefit is the Hungarian-Soviet
agreement when the profitable end of the business (the manufacturing
of finished and semifinished products) is already far behind the
production of aluminous earth and aluminum? Hungarian sources
do not provide adequate answers to these questions.
It can therefore be concluded that:
1. Hungary does not derive any benefit from "cheap" Soviet
energy, since it buys back aluminum at world market
prices;
2. The USSR does not send back all the aluminum derived
from Hungarian aluminous earth;
3. A forced increase in bauxite production and in exports
of aluminous earth is not in Hungary's interests, since

the capacity of its processing industry lags far behind
the supply of domestically produced and repurchased
aluminum.
By means of this agreement the USSR has gained permanent
control over Hungary's most important and most valuable raw
material, and by its participation in the production process it has
increased the dependence of the Hungarian economy on that of the
USSR.
It is not suggested that the project has no value whatever
from Hungary's point of view. Obviously, Hungary would have to
sell some of its bauxite and aluminous earth in any event, even
on unattractive terms, since it needs other raw materials such
as oil and iron which come from the other socialist countries,
and mainly from the USSR. Moreover, Hungary sells a considerable
quantity of raw aluminum for dollars, and is therefore able to
increase its foreign currency earnings from a domestic raw
material through co-operation with the USSR.
The worst feature of the agreement is in fact the
misleading, or at least mistaken and quite inadequate, information about
it supplied from official sources and by the domestic press.

இதில் தமாஷு என்னவென்றால், இவர்களின் பொய்மை இப்பொழுது உலகில் எல்லோருக்கும் தெரியும்! ஆனால் இங்கேயோ இவர்கள் நல்ல வேடம் ஒன்றை போடுகிறார்கள், தாங்கள் ஏதோ எளிமையான மக்களை காப்பவர்கள் போல!!!
ஸ்டாலினிஸ்ட் மற்றும் மாவோவிச்டுகளின் ஆட்சிக்கு வந்தால், முதல் அடி ஏழை எளிய மக்களுக்குதான்! கனரக தொழிற்ச்சாலைகளை பற்றி வாய்கிழிய பேசும் இவர்கள், அவைகளை ஸ்டாலின் நிர்மாணிக்கும் பொழுது, அழித்தொழித்த பழங்குடிகள் எவ்வளவு, மாசு படுத்திய நிலங்கள் எவ்வளவு, ஒழித்து கட்டிய சமுதாயங்கள் எவ்வளவு!
பாவமான அசர்பைஜானை ஸ்டாலின் அராஜகமாக கைப்பற்றி, அதன் என்னை வளங்களை சூரையாடியவிதம் மட்டும் நல்லதா???????
நடந்த அநியாங்கள், அழிக்கப்பட்ட மக்கள் எவ்வளவோ..................................
இவர்கள் திட்டுகிறார்கள் இந்த ஜனநாயகத்தை, ஜனநாயக முறையில் தேர்ந்தெடுக்கப்பட்டு வந்த தலைவர்களை, மற்றும் அவர்களை தவிர எல்லோரையும்......
